Factors for successful community service in Africa
Directors of Probation and Community Service from Kenya, Tanzania and Uganda were joined by representatives from Malawi, Namibia, South Sudan and Zimbabwe and also from UNAFRI (the UN African Institute for the Prevention of Crime and Treatment of Offenders) and the Confederation of European Probation (CEP) to discuss what contributes to successful alternatives to imprisonment.

The Kampala consultation was attended by the high ranking officials from the Uganda Prison Service and chaired by the Special Rapporteur on Prisons and Conditions of Detention in Africa, Commissioner Med S.K. Kaggwa. The day-long event explored the changes to the Rules, in particular how they can be put into practice and some of the challenges in the Ugandan and wider African contexts.
